The People´s Deputies, representatives of the WHO, the Cabinet of Ministers of Ukraine, relevant State and scientific institutions, public associations participated in the discussion.
T.Bakhteyeva, Committee Chairman, dwelled upon the main problems related to the rendering of competent psychiatric support and medico-social rehabilitation to the children with mental disorders in Ukraine.
According to the data of the WHO, children and adolescents make up 22 per cent of the total registered number of persons with mental disorders. In 2007, initial periods of mental and behavioral disorders among the children under 17 made up 35 per cent of the total amount of mental illnesses.
The Committee members stated that rendering of psychiatric support to the orphans and children deprived of parental care was another issue to be settled.
The participants of the discussion uphold Helsinki Declaration adopted at the Conference of European Health Ministers, Mental Health Action Plan (Helsinki, Finland, 2005), and Merano Declaration adopted at the Conference of National Coordinators of WHO Mental Health Protection Program (Merano, Italy, 2008).
The Committee members suggest that the Cabinet of Ministers of Ukraine take measures to elaborate the National Program of Immediate Measures concerning Protection of Children´s Mental Health for 2009-2013, that should envisage cooperation of the Ministries of Health, Labour and Social Policy, Education and Science, in charge of Family, Youth and Sports.
